Judy Donegan, ESQ.
Judy Donegan is an attorney at Unruh Law, P.C., where she provides dedicated legal representation to military veterans, as well as their eligible family members, caregivers, and survivors. She practices before the U.S. Department of Veterans Affairs, the U.S. Court of Appeals for Veterans Claims (CAVC), and the U.S. Court of Appeals for the Federal Circuit.
Judy currently serves on the CAVC’s Committee on Admissions and Practice, is a member of the National Organization of Veterans’ Advocates (NOVA) Webinar Committee, and sits on the Advisory Board for the Stateside Legal Services Program. She previously served on the CAVC’s Rules Advisory Committee and played a key role in launching the Court’s Rule 33 Pilot Program while serving as Deputy Executive Director of The Veterans Consortium Pro Bono Program. Now a permanent fixture of the Court, the Rule 33 Program continues to benefit from Judy’s ongoing volunteer service.
With over 18 years of experience representing disabled American veterans, Judy is a seasoned advocate in the field of veterans’ law. Prior to this, she represented individuals with disabilities before the Social Security Administration.
Judy earned her law degree from the University of Baltimore School of Law and was admitted to the State Bar of Michigan in 1994. She began her appellate work before the CAVC in 2007 and became an accredited attorney before the VA in 2008. Since then, she has participated in thousands of appeals and has been a sustaining member of NOVA since 2007.
